What’s the problem?

The construction and demolition industries produce more than two thirds of all business waste in Wales - around 12.2 million tonnes each year.

Construction and demolition waste is regularly fly-tipped. Around a third of all fly-tipping contains construction or demolition waste. Fly-tipped waste is unsightly, damages the environment and can harm human health. A fly-tipping incident takes place every 35 seconds and costs £100 a minute to clean-up.

What you must do

If you are carrying construction or demolition wastes that you have produced, you must register as a waste carrier with the Environment Agency. You must take your waste to a site licensed to take it.

If you give your waste to someone else, you must use a waste carrier whose business is registered with the Environment Agency. The carrier will need to provide proof of registration and you must complete a waste transfer note giving details of where the waste will be taken. This is your duty of care. You have a responsibility to ensure your waste is disposed of legally. This is your duty of care. If your waste is found dumped, magistrates can impose fines of up to £50,000. For the more serious cases, the fine is unlimited and could lead to imprisonment.
